The Island Garden City of Samal is one of three cities (along with eight municipalities) that comprise the province of Davao del Norte in Davao Region. The city is politically subdivided into forty-six (46) barangays, and is a part of the 2nd Congressional District of Davao del Norte.

The island city is an archipelago that consists of a cluster of seven offshore islets that surround the main island of Samal. A coastal paradise located at the heart of Davao Gulf, Samal is a haven to those seeking solace in an unspoiled and natural ambiance as well as to those who are in quest for great adventure and extreme challenges with nature.

Its white and pristine beaches and diverse natural attractions, combined with the warmth and hospitality of its people, spell out its potential to be a world-class eco-tourism destination in this part of Southeastern Mindanao.

IGaCoS, as it is fondly referred to, is a large economic base and an international gateway, making it an ideal place for would-be investors. Aside from its awesome coral garden, IGaCoS boasts of a superior quality island beach area, large areas of land suitable for development, and a highly receptive local government and community.

The Island Garden City of Samal was borne out of the merger of three municipalities that formerly comprised the island, namely Babak, Samal and Kaputian. These former municipalities now comprise the city’s three districts.

The name speaks for itself and for what a place it is destined to become ~ an island cluster, emerging to become the international center and financial district for the Brunei, Indonesia, Malaysia, Philippines ~ East ASEAN Growth Area (BIMP-EAGA), as laid out in the Davao Integrated Development Program.
