Santa Monica (Sapao) is one of twenty (20) municipalities (along with one city) that comprise the province of Surigao del Norte in the Caraga Region. The town is politically subdivided into eleven (11) barangays, and is a part of the 1st Congressional District of Surigao del Norte.

Santa Monica is one of eight towns in the province situated on the island of Siargao.
