Biliran is one of six provinces that comprise the Eastern Visayas ( Region VIII ).

The island province is subdivided into eight (8) municipalities with a total of 132 barangays represented as a lone congressional district. The seat of the provincial government is at the capital town of Naval.

Formerly a part of Leyte, Biliran is the youngest and the smallest among the Eastern Visayan provinces.

Young and small as she is, this beautiful yet little known island is richly endowed with natural attractions that include coral reef gardens, scenic waterways, majestic islets, white sand beaches, enchanting falls and natural hot and cold water springs, rich marine life, and rice terraces replicating Ifugao creativity and ingenuity.

Tomalistis Falls in Caibiran has unbelievably clear and sweet-tasting water said to be a wondrous elixir capable of healing powers. Tomalistis, along with around seven other falls that can be found in less accessible spots in the area, is a haven for adventure tourists.

Maripipi Island, located about an hour and a half from Naval and commonly accessible by motorboat, is a popular source of ceramic pots. The island is very rich in marine life, coral gardens, and scenic coco-lined beaches. Also found in the area are the ruins of a pre-Spanish era watchtower standing beside the San Miguel Parish church.

Higatangan Island is known for its moving sand bar extending about 200 meters to the sea. There is one huge coral rock, a reef that was thrust up from the ocean’s floor centuries ago. The fields are studded with gigantic clamshells measuring up to a meter wide. There are several white sand beaches sprinkled with exotic shells newly washed up from the seabed. Facing an open sea, the white sand beach, cool pristine waters, and exotic rock formations of Higatangan Island are themselves nature at its best. Closer to the tip of Northern Leyte, it can be reached within forty-five minutes from Naval by motor boat.

The island province also offers serenity and peacefulness, with the distinction of having a zero insurgency rate, and has gained recognition for having been the Cleanest and Greenest Province in Eastern Visayas for three consecutive years.
