San Fernando is one of two cities (along with twenty (20) municipalities) comprising the province of Pampanga in Central Luzon. The city is politically subdivided into (35) barangays, and is a part of the 3rd Congressional District of Pampanga.

The city serves as both the provincial capital as well as seat of the regional government. It is the center of commerce, education, arts and culture in Central Luzon.
